E-Verify will allow people who are eligible to work here do just that. It reduces incentives for people to come here and look for work thinking that now that CIR passed, another CIR will pass again in a decade. Like i said before, smaller businesses that open everyday probably will not use e-verify and those are the jobs that people who are EWI's or overstays take on anyways. I also never said it would completely solve the problem, but theres no denying that it will help.
I didnt mean it as 11 million people are going to be eligible. I said "AFTER the estimated 11 million people here who are eligible for CIR receive a path to citizenship and after they receive eligibility to work and obtain socials."
What i really meant to say was after considering the estimated 11m people here, see who is eligible for CIR (i interpret CIR to mean a guaranteed path to citizenship), give those who are eligible EADs/SSNs, and ONLY AFTER they receive them (addressing everyone who is already here that is eligible) start up the e-verify system.
