For the other 11 million (and me), this is actually a brilliant way to deal with those who "broke the law" without deporting them or upsetting those who were "in line" .
This is saying that they get to stay, not be scared, be able to get work, pay taxes, and have many of the benefits of a green card minus the ability to bring in all their relatives, becoming citizens right away, etc. I'm also guessing in these 10 years, getting arrested and convicted of crimes will be a straight ticket back home too. In the meantime, once the green card backlogs are cleared for everybody else, they'll start adding the survivors to the line for them...

The part that scares me however is eliminating sibiling petitions. I hope they leave existing applications alone. I've waited for 7 years now...hate to go back to zero. The Visa Bulletin this month also froze the 4th family preference. I wonder if that is a sign.
