From my experience, they won't give you even out-of-state without some sign that you're in the country legally. That was just my experience. I already wrote what the lady told me word for word. And I'm guessing the only reason she was going to allow me to apply for international student tuition is because I had some documents from USCIS on a pending immigration process I'm in. Trust me, those people at FIU are a$$es.
But who knows, you might have better luck. =)

Wow that would suck. I always thought no colleges would let me in my situation which is why i was adamant at first to apply anywhere until i read some success stories. It's worse in my situation since i'm in some advanced classes where everyone is just expected to go to college somewhere (they don't ask you if i'm going to college but
where). Personally i really don't mind waiting a year to go to college (since i want to take the year off anyways and learn German), but i'm just dreading the day my teacher asks me where i'm going this fall.
