These are the changes that were going to take effect on June 25, 2011. This says that they were going to start issuing numbers starting with 8, and that they were also going to start issuing numbers beginning with 7 to anyone, rather than reserving SSNs beginning with 7 for certain states and specific groups (i.e. nonresident aliens receiving SSNs through the SSAs Enumeration at Entry program)

sorry JJ i understood 7 stands for nonresidentail alien.. i missed read.. and am still a bit confused but when i read it slowly i kind of get it..
