You need a matricula consular or passport from the mexican consulate. And two papers that proof you are a resident of Nevada.

My mother plans to take the matricula and her birth certificate translated by an approved DMV translator since getting the passport is a pain the ass from the consulate.

For more information visit the official Nevada DMV site. You will need to download and study the book for the written test. When you feel comfident you can pass that test take your documents to the DMV. Once you pass that test which costs $25 & $10 retry if you fail ... You will get a permit to practice with a tutor for the road test. Then schedule your appointment for the road test as soon as you feel comfident you can pass it. Good luck.
