can file FAFSA, you'll just get denied (file it as a non-eligible non-citizen, for the love of whatever NEVER EVER claim to be a US citizen if you're not one). Colleges generally tell you to file it so they can determine your eligibility for aid. You can tell the rep that. "Yeah I know I'm ineligible, just my college wants this for my financial situation".
