Wrong, that is not the case at all. The only reason that SSA will issue you a new one is a case of identity theft, even that is not a guarantee as it takes a lot of evidence to warrant a new social. If anyone could request a new one at anytime, wouldn't a person go out and create a lot of debt under a SSN and then get a new SSN and start over again?

But it is not out of the question for someone to get a new SSN. I made it seem more trivial than it really is, but it's not uncommon for someone to have to tell their employer that they've got a new SSN now.
