Yes its by expiration. I have seen LIN #s after mine get approve few weeks after bio because their EAD expires in Sept. Seems that they have an automatic system that checks EADs that are about to expire then checks if those individuals returned a successful clean background check and alerts the adjudicator who then takes care of the rest.
