I think you would need to have attended high-school in that state, and then you can pay in-state tuition. You can try and ask the admissions office about proofs you can submit for residency purposes.

I attended high school in this state & graduated this year in June. I'm going to try and go to the admissions office on Monday to hopefully sort it out. Thank you for sharing your experience!
