Yup, I had to pay out of state tuition as well when I was in community college (about $1500 for 4 classes). It definitely was and is bull cause I am in the state living here for 5 years, but they wouldn't budge even when I showed them a warranty deed.

I think you would need to have attended high-school in that state, and then you can pay in-state tuition. You can try and ask the admissions office about proofs you can submit for residency purposes.
