Irritated Tier 1/2 call service workers aren't going to be the cause of DACA getting cancelled. That's like the cable company pulling service out of an area because its call service workers are getting too many complaints from that area.
And no. USCIS is not going to go "We're overwhelmed/underbudgeted/undermanned,etc., so we need to shut down DACA". If that was going to be a valid excuse to stop a program, the entire immigration system should have been dismantled before 21st century.
