Definitely not in the order they were received but not sure if it's completely random. Looks like they are pretty consistent with applications filed after May 16th as long as the biometrics are completed.
Something happened early Feb - early May. Not entirely sure what that problem is, and why the delayed background checks issue seems to be a lot more pervasive this time around than in the past renewal cycle.
