go to the link below and make an account. after that call the 800 number that's on your receipts, they'll give you about 9 options, it's one of the first 4 I think, the one about application information, you'll be asked to put in the receipt number. after that press the number to talk to a live person, after getting a live person ask to be transferred to the ELIS help desk, hopefully it's quick.

Once you get an ELIS person on the phone tell them you need the access code because you never received one through mail, they'll ask you personal info to confirm identity. Then you will get a code and just put that code into your account that you created, your USCIS account will now be linked.
