It is not uncommon to tack on different things to bills, even if they are seemingly totally unrelated. There have been things tacked on to bills that wouldn't even be considered within the same umbrella.
It's part of the compromise process in Washington (not that there is much compromising going on). Given that reality, I don't think its crazy to suggest that more stringent immigration requirements could be taken in exchange for a path to citizenship at least for some already in the country.
I get it, its not perfect. Not all immigrants are the same and you can categorize them in a million different ways to different ends. Id rather have an imperfect compromise and push through some good rather than be purist and get nowhere.
