you can get one in Washington State.
regarding proof of residency: when i moved to Washington from California, i went into their DOL office and they did not ask for anything regarding proof of residency. they only asked me for my address and if that was a good mailing address for them to send my DL to.
they then made a hole in my CA DL, asked me to pay a fee, and gave me a temporary card. interestingly, they extended my expiration date to 2013.
but this was my experience - policy says they should be asking for proof. so take a utility bill or bank statements with your WA address. also take something to prove your identity, like your current DL, and about $100 for fees.
