regarding proof of residency: when i moved to Washington from California, i went into their DOL office and they did not ask for anything regarding proof of residency. they only asked me for my address and if that was a good mailing address for them to send my DL to.
they then made a hole in my CA DL, asked me to pay a fee, and gave me a temporary card. interestingly, they extended my expiration date to 2013.
but this was my experience - policy says they should be asking for proof. so take a utility bill or bank statements with your WA address. also take something to prove your identity, like your current DL, and about $100 for fees.

Yup, my siblings are both Washington residents so it was straightforward for them. However, we have friends that live in Vancouver and they said the DMV was all up in their business when they tried to get their license after moving across the river from Portland. Granted this was pre-DACA so having a social may have changed things.
