Normally bills can only come out to the floor if they pass through committee. Since this is generally controlled by the majority party, only bills that are supported by a majority of the majority party tend to make it out of committee (unspoken 'Hassert rule'). A discharge petition requires a majority of house members to support which 'discharges' a bill from committee directly to the floor for discussion and possibly a vote.
