Are they screeching? Take it to another dealership and since you bought it brand new (warranty usually ends at 36k or 3 years) have them do an inspection.

Better yet, jack up the car and take off the tire. Inspect the brake pads yourself.

To answer your question, fuck that! new brake pads at 21k that is bullshit specially when the car is new. What they give you old used brake pads?

Unless you drive like a maniac, I do not see how the brake pads are at that level.
