Dem WA Rep Smith on avoiding a gov't shutdown. There is no agreement between House and Senate at this point..there to be no fallback position..the parties don't seem to be communicating at the moment.

I don't see how we avoid it.there's not an agreement how to keep govt open past 22nd. Certainly not the next 3 or 4 days.
