The Washingtonians are way more friendly, in fact, the friendliest people I have ever met here in US. Everyone who crossed paths with us said hello. There were a few occasions where some food market cashiers offered us to bring our bags to our car. The Washington DL gives 5 years and no mentions of immigration status. You can live in Vancouver,WA. just across the bridge from Portland. It will be cheaper and in WA there is no income tax. If you want to live even better, consider Camas, WA. In 10 to 20 minutes you will be in Portland.
True their DL is issued to WA residents regardless of immigration status.

Camas to PDX in 10-20 mins only happens when no one is on the road. In rush hour it normally takes 1 hour to go from downtown PDX to the I-5 bridge. You need to keep that in mind if you want to commute from Vancouver to Portland.
