There are plenty of R states where e-verify is mandatory and even there compliance rates aren't very good. Plenty of USC have poor documentation of their citizenship and there are plenty of USCs with no means to fight any sort of denial by the e-verify system.

From our side it makes perfect sense to push for an e-verify system (after all - many of us would trade a left nut to become citizens), but if you're already a citizen then the benefits of e-verify are quite murky. Don't forget that your average american is quite sane and doesn't want to make his/her life more difficult.
