The GOP will want to limit the number of people with legal status as possible. They are assuming that the mass majority of people who get a gc and eventually citizenship will votes democratic, so why help your rivals. That increase in voting power may be enough to help turn certain states like TX and AZ blue, and they absolutely do not want that. That is why they push for cuts to legal immigration as a part of any deal.

I am hoping this changes but from the articles I have read over the years, the GOP may only consider legal status for the current population of people who have daca, 700k or so.
