In fact, if the requirement is "bipartisan"ship for Reconciliation, then no Reconciliation bills will ever pass again in the future (and the 2017 tax cut wouldn't have passed). If there was bipartisanship you don't need Reconciliation in the first place you'd just pass the bill normally.
I was not expecting someone who's supposed to be non-political to make such a political move and just not a political move, a move that gave Parliamentarian way more power.
