I think the sheriff is taking a middle ground but I question what his definition of criminal actually is. Is it criminals who speed? Or actual crimes? The issue is in the details.

The term criminal has been stripped of its clear meaning nowadays. Same with invader. Too much over the top alarmist rhetoric, but it works apparently.
