The thing about the waiver is it somewhat comes down to the discretion of the adjudicating officer at your "home" consulate which is incredibly scary. When you're in your 20s it's easy to say you won't take the chance but once you hit 35 and congress still keeps jerking around you really have to weigh if not "taking a chance" is still worth it. Truth is that answer is going to be different for everyone depending on where you come from, family dynamics(married, children), ease of adjust-ability in your "home' country etc...
