The Selective Service registration is required for all men between ages of 18 to 26. You won't be sent to jail or be given a fine for registering. You won't be asked questions about your citizenship if you register.
Even though you're a noncitizen, it is generally considered a favorable character determination if one day you naturalize and become a citizen of the U.S. The opposite can be said if you actively avoid registering in the Selective Service
