They were going to give him that before the shutdown happened. This deal in February is giving him a bit less than the deal in December 2018. In theory, Trump would reject this because he's getting less but who knows. No one really has the appetite for another shutdown.
I'm not saying giving Trump a border wall/fence is good or not. I'm just trying to speculate if Trump will accept it or not.
