Oh well I'm referring specifically to the family-based fourth-preference category (F4), which is currently at Jan 1, 2001, four months before the 245i deadline. It's the only category that still hasn't passed the 245i deadline, so yea, you're right it would make sense that the others would speed up because of lack of case follow-up, where as this category might lag behind for a bit.
I think several us in this thread have a PD of April 30, 2001 for the F4 category (myself included), which could be reflective of the large number of applicants in that time period.
