Issue a stay of what?
The Ninth Circuit was the one who issued the injunction, so the USCIS have to follow the order and open DACA backup for renewals. It was not in the discretion of Sessions.
Sessions was the one who gleefully went to the podium and said we were illegal immigrants who are criminals stealing American jobs, he would definitely be happy to do it again.
