Interesting question. AB540 students are allowed to pay in-state tuition in california. But international students in California public universities are required to pay out-of-state. So hypothetically, if the Rubio bill no-dream dream act passes, and an AB540 student converts his or her status to an International Student status according to the hypothetical new rubio law, then potentially the AB540 student may lose the in-state privileges unless some specific language is included in the legislation or the state law changes for international students.

be patient and wait for the actual TEXT of the Rubio bill is made public. We are all speculating. Not a single word has been written on this legislation. So far it has been all talk and media noise.
