The biggest problem was still abolishment of 245(i) and establishment of re-entry bars. Prior to that you'd have people EWI, eventually find a sponsorship avenue and adjust via 245(i) or leave and do consular processing or just leave on their own. Both of those were safety valves on the undocumented population.
