Thanks for the link, I just read it (parts of it) but I'm still not sure if I understand it clearly. Does that mean that anyone 30 and above that has already completed the requirements will be granted Conditional Residency, or is it just limited to those between 30 and 35?
So for over 21, its 10 years (must leave USA) plus 6 months to a year?

It means anyone regardless of age who has 2 years towards a 4 year degreee qualifies. It does not even say you have to have an Associate's degree. You still have to meet all other requirements though.
