Clean Dream Act doesn't mean everybody gets legal or else. It just means to stick to the spirit of the original Dream Act - Provide a path to legal status and citizenship to Dreamers.

Just to add to that pathway to citizenship for Dreamers, Clean DA also called for absolutely no sort of measures on border security. It was designed to fail and that it did miserably.
