So I want to make a trip to new mexico, I got place and everything this is what I have:

Mexican Consular ID from Texas
Mexican Passport from Texas
ITIN number
birth certificate
gas and electricity under my name in new mexico

And an appointment to report stolen passport which is not true but i want one from new mexico. Does it even matter? where is from
My problem:

Called Mexican consulate and to issue a matricula they want three months worth of bills under my name. For the passport I'll file a police report.

I was wondering can I just get my drivers license with a passport they will issue me, plus two bills, ITIN number and translated birth certificate? I heard this somewhere that all you need is passport, but the list here http://www.tax.state.nm.us/pubs/chartnmdlid.pdf, mentions both.

I am really confused and if anyone who had similar documents as mine done it please help me clear this up. Thanks alot
