From experience they didn't ask me to sign a declaration form nor did I even have to show proof of residence. All I said was I had no ssn. However its been 10 or more years since I got my FIRST WA ID and renewal is easier. The only thing we are not eligible yet is a an enhanced ID which requires citizenship so yeah not for a while
