This is one change that I think they could have easily made and may even be warranted. They should have done this instead of lowering the age or removing the retroactive provision, which disqualified many people automatically and probably didn't win any additional votes. Requiring the completion of a degree would disqualify no one as everyone eligible would still have had the opportunity to complete a degree, which most dreamers would do anyway. And there would still be the military option for those who would rather pursue that route.

Of course none of that matters now, but it seems like if one senator opposed the bill just because of that, then that would have been a simple change to make.
