A bill that would make California a sanctuary state from border to border crossed another hurdle Tuesday.

Democrats in the state's Senate Public Safety Committee approved the measure with a 5 to 2 party-line vote after President Trump signed an order last week threatening to withdraw federal money from sanctuary cities.

The new bill would restrict police and local agencies from cooperating with federal immigration authorities without a court order.

The legislation also seeks to create "safe zones" throughout the state by prohibiting immigration enforcement at public schools, hospitals and courthouses.

"It is incumbent on us to put the proper policies in place so that police and other local agencies can focus on their chief responsibility, protecting Californians, not acting as federal immigration agents," Senate President pro Tempore Kevin de León, the bill's author, said Tuesday.

"Let me be very clear, this measure does not impede the enforcement of federal immigration law. It simply restricts the commandeering of our resources and tax dollars to do the job of the federal government," he said.

California already has several sanctuary cities, including Los Angeles and San Francisco. But other big population centers such as San Jose do not have policies restricting police from alerting ICE to the arrest of an undocumented immigrant.
