Amnesty gets throw out when you (general not you you) can't defend your point. But the word amnesty means to pardon, to forgive the next action is a path to make up for it (paying back taxes, get behind the line, ect ect) but alot of people agaisnt a CIR throw it out thinking amnesty translate to citizenship the day after a cir is pass and refuse to understand what amnesty really means.
