That's absolutely not true from my experience, infact the opposite is true.
Because if you have no history with them, then there's nothing to "research" other than the stuff you sent in.
if you had a prior case(s) with the USCIS (And an A-number), they have to go over those cases and stuff before looking at your current app. Just like if you were married before and had an approved 1130, but for whatever reason didn't continue then remarried, they would go over all the paperwork you sent into them prior. I think this is their standard practice.
Now, of course like you I'm speculating but the cases I've dealt with seem to prove this.
