Trust me DMV does check everyone's record before processing DL or ID, we also checked if the person had a prior license in other states, in some case persons who applied a while ago with fake Birth Cert and some how we're able to produce a good SSN, the system would not flag it, but if for some reason DMV finds out, the individuals get prosecuted
