Hi everyone, I got my SSN and EAD already.
I would like to apply for Non driver state ID this week (I am not planning to apply for learner permit yet), but I saw this on the website:

There are instructions for both renew/exchange Non driver state ID but there is no instruction for FIRST TIME applying Non driver state ID?
Did I miss anything??
