Yes I believe it counts as two degrees

Check out the canadavisa forum to see what the current threshold is. Either way, you can join the pool for 1 year at a time (it’s free) and wait until the threshold goes down. I may be wrong but I think you can also adjust your points while you’re in the pool, and if u don’t get an invite after 1 year, you can re-submit and enter again.

I have heard of people getting approved with 430 points
It just depends on what the cut off is when you’re in the pool - the cut off fluctuates over time and spikes during certain times of the year esp around May when graduates enter the market (demand for jobs goes up and need for foreign workers goes down)
