Because Republicans have pledged to fix immigration system and Democrats are, of course, opposing Republicans. Congress sees DACA as the chance to achieve a CIR. We are in CIR right now, let's look at the evidences. Will Congress agree on a two-phase reform? To be continued.... in 2019.
