Yes, it appears that there may be some "threshold" requirements that must be met before the points are tallied, one of them being work experience.

This isn't really that much different then from what it used to be. I remember looking into how to obtain an Australian work permit years ago, and essentially you had to have at least 5 years of work experience before they would even consider your application. While the threshold might have been lowered, according to this info it doesn't seem like meeting the points requirement alone will be enough, but maybe I'm wrong.
