Cosponsor support should transfer over to CIR except for Sen. Hatch. He supports Dream but always votes against CIR. Then again, there's other Senators like Sen. Hagan and Sen. Warner who are open to voting for a comprehensive immigration bill but not a Dream stand alone. Sen. Specter supports Dream but voted against it because he wanted Dream to be in a comprehensive bill.
