$14,000 seems extreme.

I live in Texas and have gone through a very reputable attorney for my semi-standard I-130. The attorney was recommending that I would do a 601a before I got married though and she doesn’t charge much. Since everything is done online now (Covid, etc) - she might be able to help you wherever you are.
