The bill isn't veto proof, it was 2 votes shy of a 2/3rds majority in the senate and didn't have a supermajority in the house as well.

He said he'd sign it, but hasn't. If he signs it that means this is all for show OR his cabinet/advisors didn't do their due diligence.
