Here are the details of the Bill, referred to as S. 2479, under the revised enacted version. Note, there were two sections to this bill, but the second section which referred to Financial Aid for dreamers was ultimately vetoed by the governor.

Section 1: a. Notwithstanding the provisions of any law or regulation to the contrary, a student, other than a nonimmigrant alien within the meaning of section 101 (a)(15) of the "Immigration and Nationality Act," (8 U.S.C. s.1101(a)(15)), shall be exempt from paying [nonresident] out-of-State tuition at a public institution of higher education if the student:
(1) attended high school in this State for three or more years;
(2) graduated from a high school in this State or received the equivalent of a high school diploma in this State;
(3) registers as an entering student or is currently enrolled in a public institution of higher education not earlier than the fall semester of the 2013-2014 academic year; and
(4) in the case of a person without lawful immigration status, files an affidavit with the institution of higher education stating that the student has filed an application to legalize his immigration status or will file an application as soon as he is eligible to do so; and
(5) in the case of a person without lawful immigration status, meets the eligibility criteria, and has submitted a request to the United States Citizenship and Immigration Services, for consideration of the United States Department of Homeland Security’s deferred action for childhood arrivals process]1.
b. Student information obtained in the implementation of this section shall be confidential.
c. The Secretary of Higher Education shall adopt rules and regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), necessary to effectuate the provisions of this section.
Section 2 was omitted because it was line-item vetoed by the Governor. It would have allowed Dreamers the ability to apply for financial aid.

Honestly hope this man makes the Republican primaries. I think I have more faith in him than in Hilary.

He probably will be in the primaries, what he pulled off in NJ is very interesting for a Republican.

Although, I attribute his win with a couple of factors

1) His bonding with Obama

2) He is a competent incumbent

3) No Republican rival

4) Democrat rival with hardly any big Democrat funding/support (they basically didn't bother)

Nevertheless, his win is still something Republicans should study.

That being said, I still don't think any Republican can beat a Democrat, especially Hillary.

Just to let everyone one know in California it took us over 10 years to finally get some form of financial aid, ab540 only let us go to college and pay as a resident that's all, but after more then 10 years we finally get a very limited firm of financial aid it little but better then nothing, I suggest that other dreamers keep up the fight

"Only let us pay as a resident" ?! What else do you want?

I pay close to 30k a year and I go to a state school. My tuition would fall to 9k/year if I payed in state. Can't believe how ungrateful some people are.

You have to apply for in-state for this semester. You can do this by going to the Bursar/Financial Aid Office of any college
