This would only apply to the most thoroughly vetted college graduates who would never undercut American wages or workers.

I don't think there'll be an exclusion per se, rather it just won't provide any way around all the normal bars to adjustment.

One of the prior versions for example would create a new category not subject to numerical limitations. However, not like you can use it without 245(i) or possibly an I-601A.

Unironically, re-instituting 245(i) and getting rid of INA 212(a)(9) would be enough to solve a vast majority of cases.
