The stalemate on Capitol Hill continues, with Democratic and Republican proposals to fund the government and end the shutdown failing to advance in the Senate on Wednesday.

House Speaker Mike Johnson said on Thursday that he will not bring the House back to pass a standalone bill to ensure military troops receive their pay amid a government shutdown.

President Donald Trump on Tuesday called the Democrats' shutdown strategy a "kamikaze attack" that has handed his administration the opportunity to cut "billions and billions in "waste, fraud and abuse."



IRS walks back memo promising back pay for furloughed workers

In an email to staff Thursday morning, the IRS is now walking back guidance it provided in a previous internal memo to staff that stated furloughed employees were entitled to receive back pay, according to an email obtained by ABC News.

In the email with the subject line "Furlough guidance update," IRS staff were told that a previous memo "incorrectly stated the nature of the Government Employee Fair Treatment Act of 2019 as it relates to compensation for non-pay and non-duty status," and says OMB would provide future guidance.

On Thursday, the IRS sent an agency-wide email with guidance on furloughs included a line that stated the Government Employee Fair Treatment Act of 2019 "requires" furloughed federal workers to receive back pay once funding is restored.



Senate again fails to advance clean funding bill, shutdown drags on with no end in sight

The Senate failed once again to advance the GOP clean short-term measure to fund the government for the seventh time by a vote of 54-45. It did not receive the necessary 60 votes to move forward.

Kentucky Republican Sen. Rand Paul voted against the bill, breaking with his party yet again.

Democrats Catherine Cortez Masto of Nevada and John Fetterman of Pennsylvania, as well as Independent Angus King of Maine, voted in favor. No other Democrats switched their vote.

Texas GOP Sen. Ted Cruz missed the vote.

Earlier, the Senate failed to advance a Democratic-led funding bill that includes health care provisions by a vote of 47-50. This was the seventh time that effort has failed, too. Not one Republican supported it.

For now, the government funding stalemate continues with no clear end in sight, and the House remains out of session.

Senate Majority Leader John Thune told reporters the Senate will be in session on Friday, where we could see another vote on the dueling funding bills.




Trump threatens to cut 'popular Democrat programs'

President Donald Trump continued to threaten to make cuts amid the shutdown and said he would be targeting "Democrat programs."

"We'll be cutting some very popular Democrat programs that aren't popular with Republicans. Frankly, because that's the way it works. They wanted to do this, so we'll get a little taste of their own medicine," Trump said without giving any specifics.

Legal experts argue the Constitution and federal law allow only Congress to declare cuts to federal agencies or remove them entirely.

The White House has not provided more details on the legality of Trump's threats, nor has it responded to questions as to how firing people who are not getting paid would cut down on waste.



Thune blames Democrats over military pay

Senate Majority Leader John Thune again demanded Thursday that Senate Democrats vote to reopen the government to ensure military troops receive pay.

"If Democrats can't bring themselves to reopen the government by the end of the day, our troops, the people who protect and defend this country, will start missing their paychecks. To say that that's unacceptable is an understatement," Thune said in remarks on the Senate floor.

As Thune spoke on the floor, he was next to a poster with a quote from Schumer's interview with Punchbowl that stated, "Every day gets better for us."

"We could reopen the government in just a few hours, literally. Pay our troops, pay our federal workers, and stop this madness," he said.



Johnson says he won't bring House back for bill to pay troops

Johnson reiterated Thursday that he will not bring the House back to pass a standalone bill to ensure military troops get paid amid a government shutdown.

If Congress fails to reopen the government by Oct. 15, it will mark the first time in modern history when service members missed a paycheck due to the government shutdown.

"We have already voted to pay the troops. We did it three weeks ago. We put that bill on the floor, and the Republicans voted to pay the troops," Johnson said at a news conference in the Capitol Thursday morning.

The speaker's comments came hours after a C-SPAN caller named Samantha, a Republican from Fort Belvoir, Virginia, told Johnson she was "very disappointed" with the Republican party over the government shutdown. She said her "kids could die" if her family experiences a lapse in pay on Oct. 15.

""I think that it is awful, and the audacity of someone who makes six figures a year to do this to military families is insane," Samantha told the speaker directly.

Johnson addressed the caller during the news conference and blamed Senate Minority Leader Chuck Schumer.

"They live paycheck to paycheck. Many of these service members, and this is not a game. Chuck Schumer thinks it is," he said.

Let’s make some information clear:
  • Republicans, who control the senate, house, SCOTUS, and executive branch have been keeping the government shut down for over a week. They are blaming Democrats when they have the majority and cant' get shit done.
  • Republicans are largely pointing at “illegals” having access to government funded health care.
  • They want undocumented people (people on DACA are undocumented people) to have their legal status checked when they need have an emergency treated at an emergency room and be turned away when they don’t have legal status and are looking to use Medicaid-reimbursed emergency services.
  • Trump has also signaled how back pay for federal workers is NOT a priority and might be withheld.
  • The Republican party refuses to bring the house back in session to ensure military troops are paid.

This is the same party some of you think will magically come up with a DACA AMNESTY before midterms.
Just like in the government shut down in 2018/2019, Republicans have shown us that they don’t give a shit about even their own US citizen federal employees. They are currently blaming us immigrants as the main reason for the shutdown and want us to be turned away at emergency rooms and not have access to any federally backed healthcare.

They can't even produce anything to get enough Democratic votes for a CR and to reopen the government. What in the hell makes any of you think Republicans are going to pass any bullshit Project 2025-backed legislation on immigration they would even come up with before midterms? No one is voting for that.

Anyone that still thinks the Republican party, out of its own good faith, is going to propose any kind of fair DACA amnesty, let alone one that will pass, needs to get their head out of Trump ass!

Thing of note, this will kill a lot of citizens and otherwise legal residents as well. If you're in a car accident and get loaded into an ambulance the last thing on anyone's mind (including yours if you're conscious) is if you have your documents on you.

I'm okay with all the damage that is going on. People don't learn with words, they have alternative facts nowadays. Their alternative reality can't withstand a collusion with reality.

That said, people are going to die when they end up in the ER and don't have their papers and it's likely going to be Hispanics who are going to be assumed to be illegal and when they die they'll be lawyer chow. Namely because citizens don't carry proof of citizenship.

Wow if only they cut regulations that matter, like the regulation that limits the number of hospitals. Instead of cutting pollution regulations for smog and forever chemicals. Republicans are pro billionaire. If you aren't a billionaire you are their fall guy.

Or who knows, actually having a medical system that isn't pants on head retarded. Even mexico, a third world nation, has better Healthcare that even citizens cross into Mexico for Healthcare.

Nah, let's blame illegals instead and make the system more retarded coded. It's actually wild, people are getting tricked into cutting their own benefits using illegals as the scapegoat. Since i wasn't eligible for these programs to begin with I'm not hurt at all. Oh well. Crazy that they voted to hurt others, rather than make the systems better. Chat are we cooked? I want to live in a nation where we all try to help each other and make systems better.
