Mainly because the numbers have been quite pathetic on both recruitment for agents and deportations. Only 500k so far and they are not likely to reach 1 million this year like operation wetback. And even then that was just the one time peak.

Despite all the maga posturing most of them aren't eligible for criminal records, age (maga are elderly), lack the physical strength, or are just unwilling. Many of the agents are former sheriffs deputies. Which led to a loss in policing capabilities.

So I think despite all the funding the talent pool is very shallow and the deportees are hard to find.
